Teenager with 36 offences – Where were Mummy and Daddy?

Two burglaries, five thefts, car theft, dangerous driving, drink driving, driving without insurance, failing to stop, possession of a knife, plus 24 more offenses admitted.
How much trouble and expense has he caused society? How much trouble and expense do we suppose has been encountered by his parents? Were they even in court to explain their role in his upbringing?
Teachers, social workers and police officers are regularly slated for their failures. Why not parents who have far greater powers and opportunities?
