Sir Mike Penning, a former roads minister. was reported recently as complaining that highways chiefs are failing to clear litter and debris from our roads and motorways. It is motorists surely who are failing when they choose to abandon rubbish on and besides our roads.
It is always difficult to know how to deal with adults who behave like troublesome children but if motorists knew that to drop litter was to risk the confiscation of the vehicle in which it was delivered we might well see cleaner roads.
Simply take away their toys.
