Motorists as careful as pilots, ship’s captains and train drivers

A horrifying report last week about an elderly driver who towed a caravan the wrong way along the M40 revealed that the driver had been involved in an accident only days beforehand.
How much safer would our roads be were motorists subject to the discipline imposed upon train drivers, pilots and captains of ships; the latter know that involvement in an accident will result in their automatic suspension until the cause of the accident is established. Such a rule for motorists would have taken this elderly driver off the road and saved three lives.
How much more safely would we all drive if a scrape meant that we had to wait for an investigation to clear us of blame?
