Expectations of Parents of Teenage Killers

Parents of children under the age of eighteen face fines of a thousand pounds should they fail to keep their children under control when they should be self-isolating. This was reported earlier this week as new laws were enacted under emergency powers.
If this is a reasonable expectation of parents why then are the parents of teenage killers not required to stand in the dock with their offspring and at least give an account of their parenting of their own children who have been able to ruin their own lives as well as those of their victims?
