Mr Farage may have diverted EU monies, paid to him as expenses or allowances, to another purpose but that surely rather makes his point for him. The EU does not account for its spending and the monies received from UK governments have been levied by means of taxes imposed on a population that, a number of times, has been promised but not allowed a referendum on EU membership.

If a referendum is a legitimate way of seeking democratic approval for constitutional change before an election it is surely as important after that election.
