Every violent teenager has two parents

In The Times earlier this week Rachel Sylvester refers to a horrific rise in teenage violence and wants the police, schools and social workers to address the matter. This is too late. The matter needs to be addressed before the children are born, before they are even conceived.  Do these children not have parents?

Yes, each violent teenager has two parents. Some of them may not even know that they are parents. Others may have walked away or abandoned their children and fail any longer to support the other parent in his or her responsibilities. But they have inflicted vulnerability on their children, and the rest of the community. Why are they not called to account, like the owners of dangerous dogs who face prison if their pets cause serious harm?
